本書是由世界著名的「賓州大學人權研究中心」（Pennsylvania
Studies in Human Rights）邀請全美及世界各地人權教育專家共同撰寫而成，並受到「全民十年人權教育組織」之經費贊助。內容主要為：理論與脈絡；師資培育、學院與成人教育的取向；特定專業（工作者）的人權教育；社區本位與非正式人權教育；資源與基金。但其全書基本精神有三點：第一、人權構成了全體人類共有的文化傳統（The

and dialogue.）；第三、人權乃為保護人們免於被傷害與用於保護自己之所需（Third,
